Transportation concurrency is aimed at ensuring that transportation facilities with adequate capacity are available concurrently with land use and economic development. Florida’s law requires local governments to develop and implement a concurrency management system (CMS). The Center for Urban Transportation Research (CUTR) at the University of South Florida has assisted the Florida Department of Community Affairs (FDCA) to develop a general spreadsheet-based transportation concurrency system for local governments. The spreadsheet CMS system was developed by implementing the methodologies described in the transportation concurrency and impact assessment study conducted by CUTR for FDCA in 2007. The spreadsheet system is customizable, and its main functions include but not limited to concurrency checks for single and multiple developments, link-based generalized traffic impact analysis for developments, traffic impact area determination, de minimis trips analysis, and concurrency reports. The transportation CMS spreadsheet system was developed in MS Excel for enhanced data visualization and simplicity.
