User Guide for Spreadsheet-Based Concurrency Management System – Transportation concurrency is aimed at ensuring that transportation facilities with adequate capacity are available concurrently with land use and economic development. Florida’s law requires local governments to develop and implement a concurrency management system (CMS). The Center for Urban TransportationResearch (CUTR) at the University of South Florida has assisted the Florida Department of Community Affairs (FDCA) to develop a general spreadsheet-based transportation concurrency system for local governments. The spreadsheet CMSsystem was developed by implementing the methodologies described in the transportation concurrency and impact assessment study conducted by CUTR forFDCA in 2007.
