This report explores issues in current practice as they relate to access management, multimodal objectives, and corridor management on the Florida Intrastate Highway System. The City of Gainesville was selected for review given the extensive efforts of the City and the Gainesville Metropolitan Transportation Planning Organization to promote a multimodal transportation environment. The findings of this study are intended to provide insight into implementation issues that surround multimodal transportation districts and potential solutions. In addition, sample land development regulations were identified as a first step toward the development of a model ordinance for multimodal transportation districts. The project was funded by a grant from the Florida Department of Transportation, Systems Planning Office. The report begins with an overview of the planning and regulatory strategies employed by the City of Gainesville to promote a multimodal transportation environment and related efforts of the Gainesville Metropolitan Transportation Planning Organization. It proceeds with the implications of this analysis for multimodal transportation districts, particularly as they relate to access management and the Florida Intrastate Highway System.
