Transforming Tampa’s Tomorrow through Innovation and Resilience
The City of Tampa is moving forward with many innovations in infrastructure and mobility. Some of the City’s innovations include adding more green infrastructure to our stormwater projects, fostering new mobility with eBikes, seated, and stand-up scooters, integrating Vision Zero into all of our programs through Crosswalks to Classrooms and other high visibility projects, and tackling our aging infrastructure with new, proactive approaches. The City’s Administrator for Infrastructure and Mobility, Jean W. Duncan, P.E., will discuss these innovations, showcasing how Tampa is a mid-size city making big-city moves.
Jean Duncan, P.E., joined the City of Tampa as a Transportation Project Design Engineer in 2003. She was appointed as the Transporation Manager in 2009 by Mayor Pam Iorio and in 2014 was appointed as the Director of Transportation and Stormwater Services Department by Mayor Bob Buckhorn. On February 5, 2020, Duncan was appointed by Mayor Jane Castor, as the Infrastructure and Mobility Administrator to oversee the following Departments: Infrastructure: (Contract Administration, Wastewater and Water)/Infrastructure Services:(Facilities Maintenance, Fleet Management, and Solid Waste) and Mobility: (Operations, Parking, Smart Mobility, Stormwater Engineering, and Transportation Engineering). Prior to joining the City of Tampa in 2003, Duncan owned a Civil Engineering Consulting firm for twelve years. Her firm provided transportation and stormwater engineering services as well as coastal and estuary modeling, air and noise analyses, and environmental studies. She also served as the Assistant Project Development & Environmental (PD&E) Administrator for the Florida Department of Transportation, District 7 Office (FDOT) in Tampa. She established a new PD&E department, building an engineering and environmental team to manage Project Development and Conceptual Design Projects, FDOT Work Program Management, and Regional Traffic Modeling for a four county area. Duncan is a registered Professional Engineer in Florida and holds a Bachelor of Science Degree in Civil Engineering and a Master of Science Degree in Engineering Management, both from the University of South Florida.
