Bicycles play a crucial role in sustainable transportation, easing congestion, lowering emissions, and promoting health. However, cyclists confront significant safety risks, especially in serious crashes. Florida has historically had the highest number of bicyclist fatalities nationwide, prompting the Florida Department of Transportation (FDOT) to prioritize reducing bicycle crashes. A significant number of bicyclist fatalities and injuries occur at intersections, especially during turning movements, highlighting the critical need to enhance safety at signalized intersections. This study focuses on optimizing bicycle signal operations, specifically Leading Bicycle Intervals (LBI), to mitigate conflicts between cyclists and turning vehicles. The research incorporates an extensive literature review and analysis of global case studies to inform strategies for FDOT’s broader implementation of bicycle signals. The findings seek to enhance bicyclist safety and promote cycling as a reliable transportation option throughout Florida and across the United States.
