Steve Lockwood is an affiliated faculty member with CUTR, and focuses on institutional engineering for the development of policy, programs, and institutional capabilities for new systems and technologies. He has over 40 years of experience as a Senior Vice President of a major global engineering entity, head of policy for the Federal Highway Administration, and international consulting. He has focused extensively on Intelligent Transportation Systems (ITS) and Transportation Systems Management and Operations (TSMO) for over 25 years.
He developed and applied the ITS/TSMO Capability Maturity Framework in 30 state Departments of Transportation—including Florida Department of Transportation central office and several districts. He was also instrumental in the updating of the FDOT ITS Strategic Plan a decade ago. He is involved in development of the business case issues for Vehicle to Infrastructure (V2I) and an examination of necessary agency and workforce capabilities.
