Drug & Alcohol Testing Program Compliance: Oversight Tools

Florida Transit Maintenance Consortium Quarterly Meeting

Join the Florida Transit Maintenance Consortium (FTMC) for their quarterly meeting. We will be discussing many topics at this quarter’s meeting to include: The Technician of the Year program, establishing priorities for the FTMC, and addressing issues effecting transit agencies across the state.

The Consortium is a collection of transit maintenance professionals from around the state and includes representatives from many public transportation agencies’ maintenance departments. We welcome maintenance directors, managers, trainers, and supervisors to participate in this group, as participation is open to all properties. The group acts as the eyes, ears, and voice of the maintenance department, working to identify and bring resolution to many systemic equipment and/or policy issues that impact fleet maintenance operations. The FTMC meets quarterly on a formal basis and at other times throughout the year, as needed. Approval of all major decisions concerning program structure, format, content, and policy are decided upon by the FTMC. Members of the FTMC communicate their needs, opinions, and provide feedback to members of the maintenance community.

TCRP Project: Characteristics and Elements of Non-Punitive Employee Safety Reporting Systems for Public Transportation

TCRP Project F-27: Characteristics and Elements of Non-Punitive Employee Safety Reporting Systems for Public Transportation presents the characteristics and elements of a non-punitive, employee safety reporting system to facilitate improved safety performance for rail and bus transit agencies. This research draws from lessons learned by other transportation modes and builds upon related research and investigation reports issued by organizations including, but not limited to FTA, National Transportation Safety Board (NTSB), Transit Cooperative Research Program (TCRP), Transportation Research Board (TRB), and the USDOT Volpe Center.

The establishment of a proactive employee safety reporting (ESR) system is one key aspect of the SMS Safety Assurance function and is elemental in the implementation of an effective SMS. The PTASP rule (49 Code of Federal Regulations [C.F.R.] Part 673) includes a requirement that a public transportation agency develop an ESR process as part of its SMS Safety Management Policy function. Through a case study approach, the report describes how transit agencies have instituted a number of approaches to ensure they are capturing and mitigating risk associated with hazards or unsafe conditions identified and reported by employees. It also identifies elements and characteristics of successful employee safety reporting systems from both transit agency case studies and literature review findings.

Maintaining Safety Through an Understanding of Mental Health

Segmenting the Market to Affect Travel Behavior and Increase Ridership

Is transit ridership or demand for commuter assistance programs (CAP) stagnating or declining in your community? Regardless of the reach and frequency of an advertising campaign, most people do not drastically change travel behaviors quickly and decisively as the result of mass promotional campaigns. Changing customer needs and expectations means transit agencies and commuter assistance programs need to adapt. They must develop and apply new intervention strategies tailored to move individuals along continuum from awareness to action and subsequently to sustain ridership. This workshop will provide an overview of social marketing. Not to be confused with social media (Facebook, Twitter, Instagram); social marketing is the use of commercial marketing principles to achieve behavior change that is of benefit to society as a whole. In this workshop, we will introduce social marketing and the systematic process you can use to identify barriers and opportunities for achieving change in travel behaviors that benefit society through riding transit, bicycling, and car/vanpooling.

Social marketing has been used successfully to promote healthy behaviors for more than half a century, and can be thought of as the science of increasing the acceptability of a beneficial idea (less vehicle miles traveled in single occupant vehicle), service (use of carpool/vanpool, managed lanes), product (use of ride sharing apps, bikeshare), behavior (using transit or biking), or policy (employer based incentives for employee commute strategies). One of the early important steps in the process is identifying and segmenting the target population. However, to get a better sense of who the person is that you are trying to reach, a technique that we often utilize is the creation of a persona or an archetype of the person. It is an essential tool in social marketing and builds a vivid image of the person who will be interacting with your agency or CAP. In this session, you will learn how the success of transit and CAPs rely on behavior change, understand how social marketing can be used to achieve behavior change, and apply a commonly used strategy in social marketing of developing a persona of your target audience.
