Florida Local Technical Assistance Program VIEW MORE FROM FLORIDA LTAP CENTER The Florida Rural Transit Assistance Program (RTAP) provides training and technical assistance to small and rural public transportation agencies and human service transportation providers throughout the state. Since 2002, CUTR has managed the program on behalf of the Florida Department of Transportation.
