Description
Advanced transportation technologies are deployed on the promise of safety, mobility, and operational gains, yet those claims hold only when they can be measured against a defensible counterfactual. This seminar draws on the work of CUTR’s Autonomous and Connected Mobility Evaluation (ACME) Program, which specializes in the independent evaluation of novel and disruptive mobility technologies, to show how rigorous performance measurement converts deployment activity into decision-grade evidence. The presentation follows the Pinellas County Connected Community, a federally funded ATCMTD connected vehicle deployment, across the full evaluation arc: designing the Project Evaluation Plan and performance measure framework, establishing before-period baselines for corridor travel time reliability and transit on-time performance along US 19, SR 60, SR 686, and SR 688, and isolating deployment effects in the after period using a before-after experimental design. Discussion covers the practical constraints that shape real evaluations, including data availability, confounding, and the reporting demands of federal grant conditions, and closes with what these findings imply for agencies weighing future V2X investment.
