Post-COVID Supply Chain Disruptions, Lessons Learned, and Research Needs

Jolene Hayes, AICP, is a senior associate at Fehr & Peers with 25 years of experience in local, regional, and statewide transportation, land use, and goods movement/port planning, analysis, and project implementation. Through her prior position with the Port of Long Beach, Ms. Hayes experienced first-hand the careful balance between the benefits and impacts of freight on local communities, local, regional, and national economies, and the environment. As a researcher, she has participated in policy development at the local, regional, and federal levels, and is presently the Principal Investigator for NCHRP 08-141 A Guidebook for Local Truck Parking Regulations. Jolene has co-authored prior TRB research, including a recently published study on autonomous freight modes (e.g., trucks, drones, sidewalk robots) and two prior studies on supply chain resiliency. Following the post-COVID supply chain disruptions, Ms. Hayes served as a moderator in a workshop spearheaded by Secretary Buttigieg and the Port of Long Beach to ask representatives of all points of the supply chain what went wrong. She heard perspectives from port authorities, terminal operators, trucking companies, warehouse operators, railroads, shippers, and others. She was then invited to share the findings with the Transportation Research Board’s Executive Committee meeting in 2021, and again with AASHTO a few months later. She is one of four sponsoring TRB committees that established TRB’s Supply Chains Joint Subcommittee and continues to be heavily involved in tracking means to plan for and avoid major disruptions. In her free time, she has five children ages 6-12 and tries to never miss a game or performance.
