In 2020, the Pinellas County Government, Florida, was awarded an ATCMTD grant to deploy the Pinellas Connected Community (PCC) project. The PCC will implement innovative technologies to meet its vision of improving the mobility and safety of the region. The project will deploy several CV applications, including transit signal priority, and advance congestion prediction and congestion mitigation systems, deployed across a set of vital arterials and encompassing multiples modes of transportation. The project builds upon several platforms and technologies deployed over the past several years to cater to the transportation needs of Pinellas County.
Dr. Concas is leading the Performance Measurement and Evaluation of the PCC. He developed the Performance Measurement and Evaluation Plan, a critical component of this ATCMD gran, which details the evaluation goals and the evaluation questions to be addressed by the deployment, the performance evaluation measures, including a plan to quantify benefits and costs to produce a benefit-cost ratio analysis. ACME is currently conducting the before-evaluation.
