FDOT Aviation Program Update / JACIP Review
The 2014 Florida Legislature approved a record aviation budget for FY15. Next fiscal year the department has proposed similar investments in Florida aviation and spaceport infrastructure. The webinar will provide a brief overview of the proposed FY2016 aviation program and review of the Joint Automated Capital Improvement Program (JACIP), used to build the most robust aviation program in the country. Presenters: Aaron N. Smith, State Aviation Manager, Florida Department of Transportation; and Becky Mainardi, Program Manager, Panther International, LLC.
Aaron Smith was appointed as the State Aviation Manager August 1, 2009. He is responsible for managing the department’s aviation program which includes statewide aviation system policy, planning, grant program, and safety regulations.
Prior to his appointment as State Aviation Manager, Aaron served as the Aviation Development Administrator, Airspace and Land Use Manager, Airport Inspection and Safety Manager, as well as Aviation Specialist in the District 4 Office located in Ft. Lauderdale.
Aaron has over 20 years experience in the aviation industry; including 16-years with the department. Prior to joining the Department, Aaron five-years at Chicago Executive Airport, where he served in several capacities including the Airport Operations and Maintenance Supervisor.
He graduated with a Bachelor’s degree in Aviation Administration from Lewis University, Romeoville, Illinois, and holds a commercial pilot certificate with mutli-engine and instrument ratings.
Becky Mainardi serves as Project Manager for Panther International, LLC. With an extensive background in intermodal transportation planning and project management, Ms. Mainardi manages the daily activities for aviation, transit, rail, seaports, and intermodal projects in the State of Florida for Panther International. She supervises the delivery, support, and maintenance of our solutions to Florida Department of Transportation, including BlackCat Grant Management System implementations. In addition, she coordinates cross functional projects, oversees all aspects of client services, and manages software training. Her comprehensive understanding of public transportation planning is an invaluable benefit to Panther’s clients. As a former grant administrator, she is well aware of the needs of our clients and through collaborative efforts facilitates the development of software system enhancements and new product designs.
Becky comes to Panther with more than ten years of experience with the Florida Department of Transportation where she most recently served as the Aviation and Rail Section Leader. She managed all aspects of aviation, rail, and rail corridor projects for District 4, including annual capital improvement plans for 14 public aviation facilities totaling more than $25 million. Additionally she was responsible for the supervision of the state-owned South Florida Rail Corridor, including oversight of operations, safety, construction, and railroad coordination issues.
She received a Bachelor’s Degree from Lynn University in Aviation Management and an M.B.A. from Florida Atlantic University.
