Dr. Seckin Ozkul has recently been appointed as a member of the National Academy of Sciences’ Transportation Research Board Subcommittee on Highway Capacity and Quality of Service – Performance Measures. The Highway Capacity and Quality of Service (HCQS) Committee (AHB40) is tasked with investigating the factors that affect capacity, traffic flow, comfort, convenience, and safety. In addition, AHB40 is also responsible for developing computational techniques for quantifying the effect of these factors on capacity, traffic flow, and quality of service.
AHB40 acts as the governing body to oversee research related to the Highway Capacity Manual (HCM), which documents procedures and guidelines for the measurement, analysis, and interpretation of data that quantify highway capacity and quality of service. Furthermore, AHB 40 is in charge of the enhancement of the HCM by approving/publishing revisions.
