Pinellas County encompasses twenty four municipalities in its boundary with some cities actively annexing property and road right of way. Over the years, annexations, as well as numerous road transfers, have caused confusion regarding the jurisdiction of transportation facilities, created numerous enclaves and contributed to the uncertainty regarding the responsibility for the operation and maintenance of roadways. The current presentation will discuss the development of the policies aiming to clarify Pinellas County roadway system, simplify rules for assigning maintenance responsibilities, address traffic jurisdiction issues, and bring consistency to the road network to better serve the citizens of the county. The presented analysis will also examine cost implications for County and municipal budgets related to the implementation of the suggested policy items. Download a PDF copy of the presentation.
