This report provides a policy analysis and discussion of practical implications of a mobility fee (MF). Three approaches covering a range of possibilities are introduced including a road user fee, a modified impact fee, and an adapted transportation utility fee. These approaches are followed by a working concept for application in Florida. Each approach is considered in terms of its effect on vehicle miles of travel (VMT), consistency with growth management objectives, equity, ease of implementation, and flexibility as a revenue source for the entire transportation system. + Read more
