Managing Corridor Development: A Municipal Handbook

October 1996

The objective of this guidebook is to provide planners, local governments, developers, Metropolitan Planning Organizations, and the Florida Department of Transportation with information on best practices in corridor management in an easy to follow, user-friendly format. The guidebook draws from current practices in Florida and other states, and includes the findings and recommendations of the recent FDOT study on corridor management.

The guidebook contains brief summaries of corridor management techniques, ranging from planning and regulation to acquisition and funding. Specific topics include right-of-way preservation and access management. The guidebook contains case examples of successful programs in Florida and other states. It also provides a synopsis of legal issues surrounding corridor management.

Model Land Development Regulations That Support Access Management

January 1996

This report provides model ordinance language for cities or counties wishing to incorporate access management and other regulatory techniques into their local land development codes. Commentary is provided for guidance in interpreting the model language and to identify issues associated with some of the regulatory standards. Local governments are encouraged to modify the standards to fit local conditions and administrative practices.

Effective local access management requires planning as well as regulatory solutions. Communities should establish a policy framework that supports access management in the local comprehensive plan, prepare corridor or access management plans for specific problem areas, and encourage good site planning techniques. Land development and subdivision regulations should be amended accordingly and communities may also consider a separate access management ordinance. Access management programs should address commercial development along thoroughfares, as well as flag lots, residential strips, and other issues related to the division and subdivision of land. Comprehensive and subject-area plans provide the rationale for access management programs and can serve as the legal basis for public policy decisions.

An Access Management Strategy for the US 98 Highway Corridor

January 1996


This study of the US Highway 98 Corridor examined the regulatory practices of four local governments along the corridor: Bay, Okaloosa, Santa Rosa, and Walton Counties. The report assessed the state of current practice as established in the Land Development Codes, examined local problems and issues along the corridor, and recommended changes to the codes to incorporate access management techniques.

A Public Involvement Handbook for Median Projects

October 1995


The objective of this handbook is to assist planners and engineers in developing a public involvement strategy for controversial access management issues. The strategies are designed to facilitate open communications with affected parties and to assure adequate public involvement at key steps in the decision process. The emphasis is on median projects and state practices, but much of the information is equally applicable to permitting decisions and regional or local practices. This handbook is a supplement to a half-day training course on public involvement in median opening projects.

Access Management Publications Available From the Florida Department of Transportation

Background
In 1988, the Florida Legislature adopted the State Highway System Access Management Act, Chapter 335.18, F.S., in response to intensive development pressures and growing congestion on state highways. The state access management program is carried out through two administrative rules. Rule Chapter 14-96, State Highway System Connection Permits Administrative Process, governs permitting and addresses application and permitting procedures, permit requirements, and permit modifications or conditions. Rule Chapter 14-97, State Highway System Access Management Classification System and Standards, governs access classification of highways and provides spacing standards for driveways, median openings, and signals.

Policy Statement: Multilane Facility Median Policy
Florida DOT policy stating that all multilaning after January 1993 will be with a non-traversable median unless the design speed is 40 mph or less.
