KRISTINE
WILLIAMS, AICP, Program Director, Planning and Corridor Management, has expertise in access management, right-of-way
preservation, growth management, transportation planning and policy, land use law, and public involvement. Williams has
drafted land development regulations and comprehensive plan policies; prepared planning and regulatory models and
"how to" handbooks; and conducted training and presentations for agencies and stakeholder groups on a variety of
transportation planning and corridor management issues. She is a primary author (with Vergil Stover) of the first
national Access Management Manual (TRB 2003), and has assisted state transportation agencies, MPOs, and local
governments in developing access management and corridor preservation plans, policies and regulations. Williams
is a winner of the 2004 FAPA Excellence Award for her work in multimodal transportation policy and a Fulbright
Senior Specialist candidate. She has a Master's Degree in Urban Planning from Michigan State University and

JEFF
KRAMER, AICP, Senior Research Associate, Planning and Corridor Management, has a primary research focus on public involvement and MPO policy,
planning and processes and includes such varied subjects as MPO structure and form, regional transportation
planning coordination, and public involvement performance measures. Mr. Kramer holds a Master's degree in
City Planning from the Georgia Institute of Technology and a Bachelor's degree in Government from Cornell
University. Mr. Kramer has 20 years of transportation planning experience in both the private and public
sectors. He is a member of the Transportation Research Board (TRB) Committee on Metropolitan Policy,
Planning and Processes (ADA20) and a 2006 Charley V. Wootan Award winner for a paper of outstanding
merit in the field of policy and organization presented at the TRB Annual Meeting. He is also a
member of the AMPO Technical Committee, the American Institute of Certified Planners and the

KAREN
E. SEGGERMAN, AICP, Senior Research Associate, Planning and Corridor Management, has expertise in transportation concurrency, growth management, land use law, land
development regulation, access management, corridor preservation, public involvement, and telecommunications facility
siting. Ms. Seggerman has over 23 years of experience in urban and regional planning and has prepared numerous tools
offering practical guidance to transportation planners. Prior to joining the CUTR faculty, she worked as a national
zoning manager for American Tower Corporation and also as a transportation planner for the Polk Transportation
Planning Organization for the Lakeland-Winter Haven Urbanized Areas. Ms. Seggerman holds a Master's degree in
Urban Planning from University of Illinois Urbana-Champaign. She is a member of the American Institute of
Certified Planners, the American Planning Association, the Congress for New Urbanism, and serves as vice-chair
for the Planning Council of the Florida Section of the Institute of Transportation Engineers. Ms. Seggerman is

VERGIL STOVER, Ph.D., P.E., Planning and Corridor Management, has expertise in access management, roadway design,
transportation engineering, transportation planning, and economics. Dr. Stover is an engineer and economist and has
served as a consultant on major development projects, an expert witness on access and site development cases, and has
assisted numerous state and local agencies in developing access management programs and standards. He is an
internationally known expert on access management and roadway design and is co-Principal Investigator for the
first national Access Management Manual. Dr. Stover is the principal author of the ITE text Transportation and
Land Development (ITE 2002) and conducts the National Highway Institute Short Courses on Access Location and Design.
Dr. Stover is Professor Emeritus of Civil Engineering and Urban Planning at Texas A&M University, holds a Ph.D. in
Transportation Planning and Economics from Purdue University, and is an emeritus member of the TRB Committee on Access
Management and a Life Fellow of the Institute of Transportation Engineers.
MELISSA MCCARVILLE,Program Assistant
, Planning and Corridor Management, provides supplemental team support with report production, grant and proposal

DOMENICK PONTORIERO Graduate Research Assistant, .
Domenico Pontoriero is a graduate research assistant with the Center for Urban Transportation Research at the University of South Florida in Tampa. His undergraduate work in International Business and Management Information Systems and current graduate studies in Human Geography led him to work on the Public Involvement Performance Measurement. His primary current project is leading the development, testing, and revisions of a software package that will allow end users to track public involvement efforts of major projects. Along with public involvement, his areas of interest include urban design, social/environmental justice, transportation systems, and public transportation. As his Master’s program comes to a close, Domenick is working on a thesis that explores the connection between available transit infrastructure and a recent shift in urban populations.
