Representative Experience

·         Principal Investigator and project manager for the development of a systematic corridor preservation and access management program for the City of Tallahassee and Leon County, Blueprint 2000 Intergovernmental Agency.

·         Principal Investigator for the TRB access management manual.  The manual includes access spacing considerations, access design concepts, strategies for developing a state or local access management program, and methods for developing a corridor access management plan.

·         Conducting a national review of agency practices involving cooperative agreements for arterial corridor management for the National Academy of Sciences, Transportation Research Board.

·         Conducted national reviews of corridor management practices in the U.S. and Canada (NCHRP Synthesis 289: Corridor Management), Driveway Regulation Practices (NCHRP Synthesis 304: Driveway Regulation Practices) and of state and local access management practices (NCHRP Synthesis 233: Land Development Regulations that Promote Access Management) for the National Academy of Sciences, Transportation Research Board.

·         Co-Principal Investigator for research on the safety and operational impacts of median opening closures and raised medians in relation to right turns/U-turns versus direct left turns from driveways.

·         Developed a model ordinance, comprehensive plan amendments, and delivered short courses on right-of-way preservation for state, local and MPO practitioners in the Panhandle region of Florida.

·         Developed a Community Impact Assessment Handbook and training course for the Florida Department of Transportation that establishes methods for assessing the social and economic impacts of transportation projects on people and communities.

·         Developed and conducted numerous short courses and workshops on access management, land development regulation, right-of-way preservation and public involvement techniques for planners, engineers, and public officials for state agencies, local governments and MPOs.  Lead trainer for the Florida Department of Transportation on Land Development and Access Management.

·         Assisted the Florida Department of Transportation in developing procedures, policies, and technical guidelines for addressing requests for deviation from median opening spacing standards and developed public involvement guidelines for median projects.

·         Evaluated land development and access issues related to highway interchange areas for the State of Florida and developed proposed changes to state transportation and growth management policies.  The project focused on state and local measures for managing access to development in the vicinity of highway interchanges and included model regulations, intergovernmental agreements, and changes to state Interchange Review Procedures.

·         Developed model land development and subdivision regulations that support access management for Florida cities and counties.  Prepared Roadway Design and Access Code for Martin County, Florida.  Provided technical assistance to consultants and local government agencies in the development of regional and area-specific access management strategies.

·         Evaluated intergovernmental coordination issues and practices in Florida and developed strategies and procedures for improving state and local coordination on access management issues.  Facilitated coordination on access management issues between Florida Department of Transportation representatives and local government planning staff.

·         Evaluated transportation and growth management policy and practice in Florida and proposed policy changes as part of a multi-year analysis of growth management and transportation considerations conducted under the State Transportation Policy Initiative.

·         Featured speaker on access management for access management symposiums in New York, Iowa, Arkansas, Kansas, and Kentucky that were aimed at obtaining support for access management from state and local agency representatives, public interest groups, and elected officials.

·         Provided technical assistance to consultants and agencies in the development of regional and area-specific access management strategies (developing corridors, interchange areas, older strip development)

·         Authored over 20 manuscripts and co-authored five guidebooks on planning and regulatory techniques, including Managing Corridor Development: A Municipal Handbook

·         Evaluated state and local right-of-way preservation policies and practices and recommended changes

·         Conducted statewide policy study of the consistency between comprehensive plans and land development regulations (State Transportation Policy Initiative)

·         Instructor at the University of South Florida
